The Nevada Division of Forestry is requesting applications for the 2003 Wildland Urban Interface grant program. Funding is expected to be available through the National Fire Plan distributed by the US Forest Service. The Nevada State Fire Assistance program will award these funds through a competitive grant program.

CRITERIA & INSTRUCTIONS:


Eligibility: Grant funds can be used for costs associated with implementing on-the-ground hazardous fuels reduction projects, information and education relating to Wildland Urban Interface, and homeowner and community action projects. Projects must be implemented on state and/or private lands located in Nevada; projects on federal lands are not eligible.

Non-profit organizations, homeowner's associations, local fire departments and fire protection districts, fire safe council chapters, city, county, and state agencies and organizations are eligible to apply for funding.

Maximum/Minimum:
There is no minimum. Maximum dollar amount available for each grant application is $125,000.

Match:
The Division of Forestry provided the required match to the US Forest Service, therefore, no match is required, however, projects reflecting match are encouraged. Projects which include matching funds (cash, donations, and in-kind services may receive more favorable consideration during the competitive process.)

Purpose:
The purpose of this funding is to mitigate risk of Wildland fire in the Wildland Urban Interface areas. Grant projects should identify/assess risk; mitigate those risks and/or educate and inform communities about Wildland fire including defensible space.

Timeline:
Funds are expected to be available to successful applicants after July 2003.

Application Format:
Applications must be submitted on the approved application form, available on the Nevada Division of Forestry website at www.forestry.state.nv.us. To receive an application by mail, contact the Nevada Division of Forestry at 775-684-2500. Applications should include a one page cover letter, on letterhead of the agency or organization submitting the application, signed by an authorized representative. The cover letter should include the amount requested, a brief summary of the project, and contact information.

Maximum Page Limit:
Applications should not exceed 5 pages, not including the cover letter and the letters of commitment from identified partners. Please do not include master plans, meeting minutes, or other lengthy documents. Do not include more than three letters of support.

Reimbursement:
Grantees must incur costs associated with the grant, as outlined in the Approved Budget, and then submit a Request for Reimbursement. Requests for Reimbursement must be accompanied by copies of invoices, receipts, or some other proof of payment. 25% of the total grant amount will be withheld until an NDF representative has verified the scope of work is complete, as agreed upon in the Notice of Grant Award.

Reporting Requirements:
Grantees are required to submit two quarterly progress reports per calendar year, for each year the grant is active. Progress reports are due July 1 and January 1 of each year. A final report is due upon completion of the project.

Hazardous Fuels Reduction
Defensible space around homes and structures
Shaded fuel breaks
Fuels reduction beyond defensible space
Removal of slash including piling and burning; mulching, grinding, etc
Prescribed fire

Information & Education in the Wildland Urban Interface
Fire Wise or similar programs
Living with Fire newspaper inserts
Fire education components of Project Learning Tree
Fire prevention projects
Pamphlets, brochures, handouts

Homeowner & Community Action Projects
Homeowner-association sponsored fuels reduction projects
Municipal, fire district, county coordination of slash disposal
Multi-jurisdictional hazard reduction projects
Installation of dry hydrants or water storage systems


Examples of Projects that do not qualify include:

Purchase of fire department equipment
Small business start-up funding
Research and development projects
Preparedness and suppression capacity building

Application deadline:
Applications must be received by the State Office of the Nevada Division of Forestry at 2525 South Carson Street, Carson City, NV 89701, no later than 5:00pm, September 20, 2002.
